Our Mission
At Highland Property Construction Inc., we share a common purpose: to transform apartments into communities by providing quality housing for low-income families and seniors. Founded in 2005, HPC has completed the rehabilitation of nearly 3,500 apartment units, providing a safe and comfortable living space for thousands of individuals throughout California and Texas. Our team is dedicated to maximizing energy efficiency, minimizing long-term operating and maintenance costs, and creating lasting, secure homes for residents.
Our History
HPC's journey began in 2005 with a drive to revitalize California's aging affordable housing. Over the years, we have evolved to become a leading provider of construction services, with a focus on resident safety, security, and quality. Our team has extensive experience in initial cost estimating and is renowned for completing projects on schedule and budget. With a typical project ranging between $40,000 and $50,000 in hard construction costs per unit, we deliver high-quality construction services that meet the needs of our clients and the community.
Meet Our Team
Our leadership team comprises seasoned professionals with extensive experience in the affordable housing industry. At the helm is Kristoffer J. Kaufmann, our founding owner, director, and president, who has nearly 20 years of experience in the affordable housing industry. Gary P. Downs, another founding owner and director, serves as our secretary and is a recognized expert in the development of affordable housing. Rounding out our leadership team is Frank Gamwell, our senior vice president of construction, who brings over 30 years of multi-faceted construction and development experience to the table.
Our Services
At HPC, we pride ourselves on offering a comprehensive range of construction services that cater to the unique needs of our clients. Our services include:
- Pre-Construction Services: Full site walk-through and evaluation, review of third-party reports, strategizing for development goals, and development of scope of work
- Construction Phase Services: Subcontractor scheduling, onsite management, coordination with architectural team, and final punch work
- Post-Construction Services: Closeout all onsite work, ensure permit sign-offs, issue certificates of occupancy, and produce formal closeout manuals
