HL Environmental Services is a Native American Socio-Economic Disadvantaged Small Business that was formed with a mission to advance the growth and awareness of the Lumbee Tribe and Native American communities. Our President and CEO, Octavius Locklear, is a proud member of the Lumbee Tribe and has a deep commitment to promoting the general welfare of Native Americans and Veterans. With a background in Unexploded Ordnance (UXO) technology, Octavius has worked extensively with Military Veterans in the Military Munitions Remediation (MMR) industry, developing a high regard and respect for Veterans. This experience has guided the company's focus on hiring and empowering Native Americans and Veterans as a priority.
