The Region 3 Healthcare Coalition is a vital organization dedicated to promoting the coordination of an "All Hazards" emergency healthcare preparedness program. Our mission is to provide leadership and expertise to the region through healthcare facility planning, prevention, response, and recovery efforts.
Our Background
The Region 3 Healthcare Coalition was established in 2002 to ensure statewide readiness and inter-agency collaboration to respond to medical and public health emergencies. We are one of eight coalitions in Michigan, and work in concert with all Michigan coalitions to meet the deliverables identified by state and federal guidelines. Our coalition partners include 24 community hospitals, 11 Medical Control Authorities with oversight of all emergency medical services, 64 long-term care facilities, community health centers and freestanding clinics, and 10 local health departments. The region has 14 Emergency Management offices, a Michigan Regional Epidemiologist, and the Public Health Regional Lab.
Geographic Details
The Region 3 Healthcare Coalition serves the counties of Alcona, Arenac, Bay, Genesee, Gladwin, Huron, Iosco, Lapeer, Midland, Ogemaw, Oscoda, Saginaw, Sanilac, and Tuscola. Our region has a population of approximately 1.1 million, covering an area of approximately 9,000 square miles. We have a diverse race and ethnicity, with large manufacturing corporations, major tourist and resort destinations, and major sporting event centers.

1. Transportation Incidents, including HazMat and Severe weather events

Our preparedness objectives are:
1. Maintain a global approach to healthcare preparedness that includes all partners, both healthcare and others in an All Hazards, team-based approach.
2. Promote a proactive approach to preparedness and emergency response, including public, private, and non-governmental organizations.
3. Develop a heightened awareness of potential threats and prepare preemptive responses to mitigate the impact on our region and the state.
Our response objectives are to:
1. Train partners on effective emergency response and preparedness strategies.
2. Promote training and exercising at the regional level.
3. Identify and capitalize on regional strengths.
4. Collect data on maximum patient capacity and surge capacity.
5. Incorporate the concepts of MEMS and NIMS into all aspects of partner training and exercises.
Services Offered
The Region 3 Healthcare Coalition offers a range of services, including:
1. Emergency Medical Services (EMS) Support: We provide medical direction and oversight to EMS providers, ensuring the highest level of patient care.
2. Hospital Preparedness: We work with local hospitals to develop and implement preparedness plans, ensuring that patients receive the best possible care during emergencies.
3. Public Health Coordination: We coordinate with local health departments and other public health agencies to respond to public health emergencies and outbreaks.
4. Disaster Response: We provide emergency response services, including incident command, resource mobilization, and situational awareness.
5. Training and Exercise Programs: We offer training and exercise programs for healthcare providers, emergency responders, and public health professionals.
Business Structure
The Region 3 Healthcare Coalition is governed by a board of directors, comprising representatives from member organizations. Our executive committee oversees the day-to-day operations of the coalition and makes strategic decisions.
