Penney Eye Care

Dr. Rachel Penney and her dedicated team at Penney Eye Care are committed to providing each patient with a detailed and exhaustive eye exam during every visit. Dr. Penney has been serving the McKeesport/White Oak community since January 2016, taking over from Dr. Letham, and has since made several improvements, including the addition of new equipment, renovation of the office, expansion to include a second exam room, updating the frame collections available, and accepting a broader range of insurance plans.

In December 2020, Dr. Penney took over Optical Images in Bethel Park, where she has implemented changes such as increasing the number of staff members, expanding the hours of operation to include evenings and weekends, introducing new frame selections, and continuing to accept a variety of insurance plans.

Dr. Penney was born and raised in Windsor, Ontario, Canada, and obtained her Doctor of Optometry degree from the Illinois College of Optometry in Chicago, Illinois, in 2008, graduating Cum Laude. She then worked in private practice in Chicago for two years, focusing on contact lens patients. After that, she moved to Elkins, WV, where she worked at a private practice that specialized in ocular disease treatment and management, including glaucoma, diabetic retinopathy, and age-related macular degeneration. It was during this time that she met her husband.

• Designer Eyewear & Optical Services: We carry an extensive collection of designer eyewear and provide optical services to suit all of your vision needs.
• Emergency Eye Care: We offer emergency eye care services for patients experiencing red, painful eyes or any other urgent eye-related issues.
• Contact Lens Services: Dr. Penney is highly experienced in fitting patients with contact lenses and is comfortable helping patients with their near vision needs.
• LASIK and Cataract Co-Management: We provide pre- and post-operative care for patients who have undergone LASIK, PRK, and cataract surgeries.
• Care for Eye Conditions: We provide care for various eye conditions, including cataracts, lazy eye, and dry eye syndrome.
• Care for Eye Diseases: We diagnose and manage eye diseases, including glaucoma, pink eye, and macular degeneration.

At Penney Eye Care, we accept several vision plans, including VSP, VBA, Davis, Eyemed, Envolve/UPMC for You, and NVA. If you do not have vision insurance, we can bill your medical insurance, such as Medicare, Aetna, UPMC, Highmark, and others. Please contact us if you have any questions regarding insurance.
