Our History

Established in 1993, our clinic has been serving the hills of Eastern Kentucky with love and dedication. Our unique, collaborative care approach ensures that you and your pet receive the attention you deserve. Our in-house pharmacy delivers the ultimate in care and convenience.

Meet Our Veterinarians

We are proud to introduce our team of dedicated and experienced veterinarians who have made it their mission to keep your animals happy and healthy.

David Fugate, DVM

Dr. Fugate was born and raised in Morgan County, Kentucky. His passion for veterinary medicine was sparked at a young age when he visited Dr. Holbrook's clinic in 1977. Since joining West Liberty Veterinary Clinic in 1998, he has been blessed to serve many wonderful people and their pets. Dr. Fugate has a wonderful wife, Cindi, and three lovely children, Lindsey, Emma, and Laynee. He also has five dogs, a few horses, and a small herd of cattle.

Ralph Adams, DVM

Dr. Adams graduated from Magoffin County High School in 1993 and went on to receive an undergraduate degree from Morehead State University. He completed his requirements for the entrance to veterinary school at the University of Kentucky and graduated from Tuskegee University School of Veterinary Medicine in Alabama in 2004. Dr. Adams is married to Amber, a teacher at Wrigley Elementary in Morgan County, and they have three sons, Cole, Caleb, and Kasyn.

Laura Howard, DVM

Dr. Howard was raised in Red Bush, Kentucky, and graduated from Johnson Central High School in 1996. She studied biology and chemistry at Morehead State University and worked at WLVC with Drs. Holbrook and Fugate, which led her to pursue a career in veterinary medicine. Dr. Howard graduated from Auburn University in 2006 and has been practicing at WLVC since then. She has two great kids, McKenzie and Mason, and several pets including dogs, cats, horses, cows, and sheep.

Ashley Rose, DVM

Dr. Rose grew up on a farm in Johnson County and knew she wanted to become a veterinarian from a very early age. She graduated from Johnson Central High School in 2002 and went on to Pikeville College where she received a B.S. in Biology in 2006. Dr. Rose graduated from Auburn University's College of Veterinary Medicine in May 2010 and began working at WLVC in July. She is a Christian and loves the outdoors and spending time with her family. Dr. Rose has a mutt dog named Madylyn Mae and cattle on her family farm.

Dalia Smith-Harr, DVM

Dr. Smith-Harr was born and raised in Manchester, Kentucky. She graduated from Manchester Christian Academy in 2007 and attended Eastern Kentucky University for four years before going to veterinary school at Auburn University. Dr. Smith-Harr has always wanted to be a veterinarian, especially in an under-serviced, rural area. She has a supportive husband, Shannon, and two loyal companions, Tootsie and Alfie. Since graduating from school in 2016, Dr. Smith-Harr has worked at WLVC and looks forward to many years of serving our clients and their animals.

Emily Strong, DVM

Dr. Strong is dedicated to providing the highest quality veterinary treatment and specialty care for your pets. With her advanced training, expertise, and cutting-edge technology, you can be confident knowing your pet is in good hands. Dr. Strong's unique, collaborative care approach ensures that you and your pet receive the attention you deserve.
