The Richland County Engineer's Office is an essential division of Richland County's infrastructure, responsible for the construction, maintenance, and repair of the county highway system. Our dedicated team of professionals oversees the upkeep of 347 miles of roadway and 359 bridges within Richland County.

As an elected official, the County Engineer plays a vital role in the community's growth and development. Our responsibilities extend beyond road maintenance to include the engineering advisory of the 18 townships in Richland County. We collaborate closely with these townships, lending our expertise in various projects and initiatives.

History of the County Engineer

The roots of the County Engineer's position can be traced back to Ohio's statehood in 1803 when the General Assembly empowered the Courts of Common Pleas to appoint the County Surveyor. The initial County Surveyors focused on land subdivision, recording land titles, transfers, and deeds, replacing wooden survey stakes with stone monuments, and laying out public thoroughfares.

In 1831, the legislature transformed the County Surveyor into a public officeholder, serving three-year terms. As the need for improved transportation emerged, the County Surveyor's role evolved to represent the State Highway Department in local engineering affairs. In 1935, legislation solidified this transition, officially changing the position's title to County Engineer.

Meet Adam Gove, PE, PS - Richland County Engineer

Adam Gove, PE, PS was first elected as County Engineer in 2016 and assumed office on January 2, 2017. A lifelong Richland County resident, Adam received his B.S. in Civil Engineering from Ohio University. He grew up in Shelby, and today, he resides in Weller Township with his wife and four boys.

As County Engineer, Adam is responsible for managing the Highway Department and the Tax Map Department. His commitment to maintaining and enhancing Richland County's infrastructure is unwavering. By leveraging the latest technology, fostering a strong work ethic among his team, and nurturing robust relationships with local townships, Adam strives to elevate the quality of life for all Richland County residents.
