Meet Our Team

Ken L. Faulkner, P.E.

As a Principal Engineer and Founder of FC&E Engineering, Ken has over thirty years of environmental engineering experience. He has held various positions in environmental regulatory agencies, including the Mississippi Department of Environmental Quality, where he served as Branch Chief of the Title V Air Permitting Branch.

Richard Harrell, P.E., BCEE

As Director of Operations, Richard brings over twenty years of experience in environmental programs and leadership experience in directing small teams to large staffs and large budgets. He has played lead roles in historic natural and manmade disasters, including the BP Oil Spill and the Great Mississippi River Flood of 2011.

Russ Twitty, P.E., BCEE

As a senior engineer, Russ assists clients with RCRA hazardous and solid waste management issues, including environmental permitting and compliance needs, and environmental site assessments. He has over twenty-four years of experience in environmental compliance and served as a branch manager for the Environmental Compliance and Enforcement Division at the Mississippi Department of Environmental Quality.
