Our founder, Samuel C. Williams, is passionate about advancing his education in the areas of his expertise, attending seminars, online training, reading, and researching. He is particularly passionate about the science and techniques of cross-examination and administrative law and regulatory policy. His certifications include "Recognizing and Addressing Implicit Gender Bias" by the State Bar of California, "The Golden Rules of Cross Examination" by the NACDL, and "Basic Trial Skills Institute" by the California Public Defender's Association.

Administrative Law

When Congress passes a law on a complicated issue, Congress often needs help determining all of the details of how the law will be enforced and implemented. Administrative agencies and government departments fill in those gaps for Congress and pass additional rules and regulations to achieve Congress's goals.

When approaching these agencies, we employ negotiation strategies, but where this is unsuccessful, we are prepared to appeal agency decisions to the courts. Our office has negotiated and litigated with multiple government agencies. We regularly appeal decisions of these agencies to the higher courts. Our office has been successful in drastically reducing excessive fines imposed by such agencies. We have successfully preserved licensure for clientele. We have successfully defeated administrative action that would have greatly infringed upon the rights of our clients. We fight to ensure a fair procedure where all information in favor of our client will be admitted.
