Region 4 Behavioral Health System is a Nebraska-based organization that has been committed to ensuring affordable, accessible, and quality mental health and substance abuse services for the residents of Region 4 since its inception in 1974. Our organization was established in response to the Nebraska Unicameral's passing of LB302, the Nebraska Comprehensive Community Mental Health Services Act, which declared that all Nebraska residents should have access to mental health facilities, programs, and services. Later, in 1977, LB204 was passed, adding the provision of substance abuse services to our mission.
Our organization is one of six mental health regions in Nebraska, operating under the Nebraska Inter-local Agreement Act. Each region is unique, yet we all play a vital role in providing behavioral health services (mental health and substance abuse) throughout the state. Nebraska's diverse population, resources, and needs necessitate a regional system that allows for local participation and autonomy in the development and delivery of essential services. Over the years, our effectiveness has been rooted in our ability to represent and respond to local needs, which has been enhanced through our partnerships with contract providers, the State, other human service providers, and the people we serve.
