Civil Design & Construction, Inc. (CD&C) is an Engineering and Land Surveying firm located in Port Allen, Louisiana. Founded in 2005 by Ms. Karla E. Weston, PE, CD&C is a Woman-Owned Small Business certified by the SBA and is also certified by the Louisiana Department of Transportation & Development as a DBE Civil Engineering and Land Surveying Firm. Our services include Civil Engineering, Cost Engineering, Land Surveying, and Subsurface Utility Engineering (SUE) for various governmental agencies on the federal, state, and local levels, as well as private entities.

Our team of highly skilled professionals is dedicated to producing a quality design while adhering to all regulations. We serve a variety of markets, including Federal & State Agencies, Local Municipalities, Airports, Commercial Developments, and Private Developments. CD&C was founded on the premise that personal and professional honesty, integrity, and competence are the keys to success.

Meet Our Team

We are proud to have a team of professionals with extensive experience in their fields. Karla Weston, PE, is the founder of CD&C and has over 20 years of experience. Chris Ballard, PLS, serves as the Survey Manager and has a background in both Louisiana and Texas. C.J. Goodspeed brings over 30 years of experience in locating underground utilities as a supervisor and operations manager. Madison Mills, PLS, is a Professional Land Surveyor registered in the State of Louisiana and serves as a Survey Project Manager. Scott Benton works as one of our Survey Project Managers and is also a FAA Licensed Drone Pilot, leading our Remote Sensing Technology.
