Officers responded and stopped the vehicle without observing any driving conduct that suggested the driver was impaired. At a pretrial hearing, the officer acknowledged that he did not observe any driving conduct that suggested the driver was impaired. Because the officer lacked the probable cause to stop the vehicle, the Court dismissed all charges and reinstated the driver's license in a later hearing.
