KAT Construction & Materials Inc. was founded in January 2016 by Patrick Tooley and his wife Kristen. With over 40 years of combined experience in the Water/Waste Water industry, our Project Management team is dedicated to delivering exceptional results. Our construction operations focus on the complete construction of all civil site work for water and wastewater treatment plants. We are licensed, bonded, and insured General Contractors, certified as a Small Business Enterprise (SBE) by the City of Saint Petersburg.

Our team is led by Patrick Tooley, who brings over 20 years of utility work experience on various FDOT roadway projects. His hands-on approach as superintendent has been instrumental in completing projects on time and on budget. Nathan Briones, our Assistant Project Manager, recently graduated from the University of Florida and has been involved in project management and communication between owners, engineers, and field personnel. Andrea Moore, our Office Manager, ensures the smooth operation of our office, handling accounts receivable and payable.

Services Offered

We offer a range of services including complete construction of civil site work for water and wastewater treatment plants. Our expertise spans from planning to execution, ensuring that every project meets the highest standards. We have successfully completed projects such as the City of Davenport's WWTP, the City of Clearwater's Floruide Addition, and the McKay Creek Reclaimed Water Pumps. Our upcoming bids include the Hillsborough County NW Odor Control project.
