Bio

Tom Bixby graduated with honors from Harvard University and the University of Missouri-Columbia School of Law. He was a member of the Order of the Coif and the Law Review, which published three of his articles. Before entering private practice, Tom served as the Director of the Division of Consumer Affairs for the Missouri Department of Insurance, where he was responsible for drafting comprehensive managed care regulations and negotiating settlements of market conduct exams that returned millions of dollars to Missouri consumers.

Tom regularly participates in speaking engagements on topics such as the Information Blocking Rule, interoperability rules, privacy and data sharing requirements, and HIPAA compliance.
